Dr Keith Monserratt has left Sigma Technology Group and has joined ntl as director of communications and policy. Monserratt will be responsible for regulatory affairs, public policy and public relations. He will report to Simon Duffy, chief executive officer, and will join ntl's executive team and will be based in the company's operational headquarters in Hook. Monserratt has over 20 years of strategy and regulatory experience within the telecommunications and technology industries. He has played a significant role in developing and shaping telecommunications and internet regulatory policy and has served on various government and OFTEL committees. He has also played a key role in the public debate surrounding internet content regulation, and was actively involved in the landmark Godfrey and Bulger internet cases. In 1995, Monserratt joined Thus Plc, formerly known as Scottish Telecom, as founding director, responsible for strategy. While at Thus he was involved in the successful IPO, refinancing and final demerger of Thus from Scottish Power, as well as the acquisition and subsequent integration of Demon and a number of call centre businesses. He left Thus in 2002 to join investment company Sigma Technology Group Plc as chief technology officer. At Sigma he was responsible for the company's technical investment strategy, successfully raising two venture funds. Monserratt also served in both an executive and non-executive capacity for a number of Sigma's technology companies.
